Rising Property Taxes on Self Storage: Why NOI Is the Cure

Updated: 1 day ago
If you own or operate a self storage facility, you have probably opened a property tax bill in the last two years and read it twice. Assessed values across the sector have climbed, millage rates rarely move in your favor, and the increase lands on a line item you cannot negotiate down at renewal. This article explains why self storage property taxes keep rising, why trying to cut your way out of the problem has limits, and why the most reliable cure is the one you already control: increasing net operating income.
Why self storage property taxes keep rising
Property tax on a storage facility is a function of two things, the assessed value and the local rate. Owners spend most of their energy on the rate because that is what shows up in the news. The assessed value is where the real movement has been, for a few reasons.
Reassessment after a sale. In most counties a sale resets the assessed value to something close to the purchase price. The wave of self storage transactions over the last several years means a large share of facilities now carry assessments based on peak pricing, and the increase often arrives as a lump rather than a gradual climb.
The income approach. Assessors increasingly value storage the way buyers do, by capitalizing the income the property produces. As street rates and occupancy rose, the assessor's model rose with them, even for owners who never sold.
Cap rate compression. When buyers accepted lower returns for storage, values went up without any change in the building. Assessors who use market cap rates captured that gain, and many have been slow to give it back now that rates have widened.
Expansions and conversions. New buildings, climate controlled conversions and added square footage get valued at completion. The project that raised your revenue also raised your assessment.
Local budget pressure. Commercial property is where many municipalities look first when budgets tighten, and self storage is an easy target because it is visible, profitable and rarely organized at the local level.
Why cutting costs alone will not fix it
The first instinct is to appeal. You should, and we cover how below, but an appeal only resets your value to what the assessor will accept as market. It does not change the trend. The second instinct is to trim expenses. That helps, but property tax is a fixed cost. It does not fall when occupancy dips, and it does not care that your payroll is lean.
The ratio worth watching is property tax as a percentage of net operating income. If taxes rise and NOI stays flat, the ratio climbs and the value of your facility falls, because value is NOI divided by the cap rate. The only durable way to bring the ratio back down is to grow the denominator. That is the cure.
The cure: increasing NOI
Net operating income is revenue minus operating expenses, before debt service and taxes on income. Every dollar you add to NOI does two jobs at once. It offsets the tax increase on this year's statement, and it raises the value of the property. At a 6 percent cap rate, one dollar of added NOI is worth roughly sixteen to seventeen dollars of value. At a 5 percent cap rate it is worth twenty. No other lever in self storage pays twice like that.
Revenue levers that move NOI fastest
Street rate discipline. Review rates by unit type monthly, not annually. Climate controlled and drive up units in the same facility rarely deserve the same percentage move.
Existing customer rate increases. A structured program of modest increases on long tenured tenants is the single largest NOI lever most operators underuse. Small, predictable, well communicated increases retain far better than one large catch up.
Tenant protection and ancillary income. Tenant protection plans, retail merchandise, truck rental referrals and administrative fees are high margin revenue that does not require a single new unit.
Occupancy and unit mix. Converting the slowest moving unit sizes, adding climate control where demand supports it, and tightening delinquency and auction timelines all turn idle square footage into income.
Expense levers you actually control
Operating expenses in self storage are dominated by a short list: property tax, insurance, payroll, utilities, marketing and repairs. Two of those respond quickly to attention.
Property tax appeals. If your assessed value exceeds what the facility would sell for today, file. Bring an income approach of your own, current cap rate evidence and comparable sales. Many jurisdictions reassess on a cycle, so a successful appeal can hold for several years.
Insurance. Insurance is usually the largest controllable expense after payroll, and it is the one most often left on autopilot. Premiums track the insured value of your buildings, so an inflated replacement cost figure means you are paying for coverage you may never collect. An understated figure exposes you to coinsurance penalties at claim time. Getting the valuation right, choosing deductibles that match your reserves, and placing coverage with a carrier that understands storage can move the premium line materially without giving up protection. Utilities and loss control. LED lighting, gate and camera upgrades, and HVAC maintenance lower utility and claims costs, and a documented loss control program is something underwriters reward at renewal.
A simple illustration
Consider a hypothetical facility with $1,200,000 in annual revenue and $720,000 of NOI whose property tax bill rises by $30,000 after a reassessment. Left alone, NOI drops to $690,000, and at a 6 percent cap rate the facility is worth about $500,000 less than it was before the bill arrived.
Now apply three ordinary moves. A 3 percent blended rate increase adds $36,000 of revenue. A tenant protection program that reaches half of the units adds another $15,000 of margin. An insurance review that corrects an overstated building valuation and resets the deductible saves $8,000. Together that is $59,000 of NOI, which more than absorbs the tax increase and leaves the facility worth roughly $480,000 more than it was before the bill, at the same cap rate. The numbers are illustrative, but the structure is not. The tax increase is a fixed one time step up. The NOI gains compound every year after.

Where insurance fits in the NOI conversation
Operators tend to treat insurance as a compliance item, something the lender requires and the broker renews. Treated that way, it quietly becomes one of the largest expenses on the statement. Treated as an NOI lever, it is one of the few expenses where a specialist can find savings without reducing protection, because the savings come from accuracy rather than from cutting coverage.
That means insured values that reflect actual rebuild cost for metal and masonry storage construction rather than a generic commercial estimate, business income limits that match your real rent roll, sales and disposal liability for the lien sale exposure that general policies ignore, and a deductible structure that reflects how much risk you can comfortably carry. Noble Property Insurance Agency was built by self storage operators to do exactly that review, and it usually takes one conversation.

Frequently asked questions
Can I appeal my self storage property tax assessment?
Yes. Nearly every jurisdiction has a formal appeal window after assessment notices go out. The strongest appeals present an income approach using your actual NOI and a defensible market cap rate, plus comparable sales. Deadlines are short, so calendar the notice date.
Will increasing NOI raise my property taxes further?
In jurisdictions that use the income approach it can, over time. But the trade is lopsided in your favor. A tax bill is a small percentage of value, while added NOI is capitalized into value at a multiple of sixteen to twenty times. Growing NOI always wins the comparison.
How does insurance affect self storage NOI?
Insurance premium is an operating expense, so every dollar saved flows straight to NOI and is multiplied into value at your cap rate. Savings should come from accurate valuations, appropriate deductibles and the right carrier, not from dropping coverage you need.
What is the fastest way to raise NOI at a storage facility?
For most operators it is a disciplined existing customer rate increase program paired with a tenant protection plan. Both can be implemented within a quarter and neither requires capital.
